Each League in Section V has a Rep, the coaches in the league send there picks to the League rep, who in turns sends the picks to the Section Rep who sends them to the Poll Editor who is Larry Lash from The Buffalo area. Sportswriters and NYSSWA members also get to pick 6 players from their area in each class. Larry takes all the selections and comes up with an all state team.
It's not an easy process, there are tons of deserving players who unfortunately don't make the cut. One thing that factors in to this is how successful your team is. If your team makes it to the final four your likely to get multiple players picked for all state, do to those players being seen by members and sportswriters. However this isn't always true as Elba made it to the Final Four yet only had one player picked.
In section V alone several players didn't make the cut who probably should have. Amy Nowak from Warsaw & Clair Bennett from Cal-Mum both deserved to make the team, but got beat out by girls from other sections.
It's not easy but someone has to do it.

from what i know, the new york state sportswriters association pick the team. i've been contacted about joining, but my paper won't pay the cost to get me in. i think coaches nominate players and it goes from there. it's the same thing with the state rankings, which are often not very good.
we are dealing with a lot of teams in a large area, there is no real good way to pick all state people.
